Introduction to guidelines
The DAAS, National Centre project management shall inform all present and future project advisers, managers and partners involved in international projects about DAAS, National Centre's international business ethics guidelines.
Responsibility
The project management is responsible for ensuring that the qualifications required of the adviser are met and for describing the objectives, tasks and responsibilities precisely and making sure that they are understood. The project management supports each adviser participating in the project and clarifies the authority of each adviser as regards project implementation, field of responsibility and economy, if relevant. The project management shall keep the whole project as well as all the project activities in mind when analysing the connections between the different processes related to the project.
Proactive and effective management is essential to achieve the best value.
The role of the management with respect to corruption
The OECD Convention requires all OECD member countries to make bribery and corruption abroad punishable to the same extent as bribery and corruption at home. The current status of national legislation can be seen on oecd.org. In order to render visible the existing guidelines for relations with partners, competitors and other interested parties in a project, the project management shall set guidelines for the contact with the interested parties at the outset of the project. In connection with large projects, this will be part of the administrative and financial manuals. All employees are accountable and they are under obligation to raise any issue of doubt with the management for clarification and decision. Members of the project management are covered by the same guidelines as the advisers; please see The Role of the Adviser.
Safety
The project management shall be responsible to keep abreast with the official security advice in countries of assignment by The Ministry of Foreign Affairs.
Other guidelines
The project management is covered by the same general guidelines as the advisers. Please see the general guidelines under the heading "The Role of the Adviser".
